min non-plated holes

Reason of pending review: for non-plated holes, the min size should be 0.45 mm

Suggestion:

1. If non-plated holes need, pls design them with min 0.45 mm size

2. If a question for you to modify it directly, you can ask us to expand them to 0.45 mm directly
