Built in KiCad, programmed in XC8. You can use a different footprint for the CD4066, as I have, or you can use the one included in the archive.

The board is intended for testing purposes, you can add a keypad or a while system towards it, like a house automation or other. It provides the basic machine human interface, that normally is done by a PLC. PLCs are harder and more expensive(like Siemens and Omron). If you want to you can use it in your designs by reducing the components size and as a corner stone.
