This uses common resistors and parts, the only parts that may require special consideration are the Arduino Pro Mini (make sure you get the correct type, 5V/16MHz with a matching pinout to the PCB), and a 0.96" I2C OLED display.

I decided to use through hole components to make the project easier to assemble, it is a bit old school but I think it is more suitable for this purpose.

The 150 Ohm resistors are there to provide protection in case the IC being tested has a short circuit, similarly there is a 33 Ohm on the main power supply rail for the same purpose.

The 2N3906 is used to turn the power on/off to the IC so it is only powered during testing, the LED built into the Pro Mini indicates when power is on (and flickers after each test is complete).
