Atom Lite+ v3 Fix board

A small board to try to retrofix a previous version of a board that had some compatibility issues due to relying on an RC circuit for timing - this board was meant to replace the RC circuit with some schmitt inverters to provide a more reliable delay. Boards arrived exactly as designed, there was a small delay due to my error in picking the wrong package for the schmitt inverter in the BOM but the service team were incredibly helpful in resolving my error.
