Constant current LED driver

I want to power a constant current LED (145mA & 200mA) at 19-21V.

Since this will be powered by Li-ion battery connected to a tp4056, which is the most efficient way to boost the voltage from 3.7V to 19V and get 145mA constant current?

I was initially thinking of attaching mt3608 step up, but it is not constant current I believe.
