Rc2014 sound cards

I needed a platform for my SAA1099 for code development, to be able to continue the work of creating a GameBlaster (Creative Music System (CMS)) card for the RC2014. I have the YM2151 platform, this adds the SAA1099 platform, now I can write code and then combine into a single card with both ICs on it.
