Did what I needed it to do. I did apparently do a poor job of communicating the edge-cuts layer, but I think that has more to do with me learning Altium than anything wrong on PCBWay's end.

board is good quality. I had very tight fit 1.27mm headers so I think I need to take a look at my hole sizes in the footprint used. good quality and fine tolerances.
