Summary:       Stage 2 is a software-first feasibility system for a chosen isotope. It combines periodic-table and isotope data, target selection, projectile energy, conservation laws, reaction thresholds, cross-sections, expected detector counts, energy balance, uncertainty, and safety requirements. It produces a preregistered experiment proposal rather than operating high-energy hardware.

Stage 2 converts a desired isotope into a complete testable reaction proposal before any high-energy equipment is considered.

Inputs include the desired element and isotope, candidate target or feedstock, projectile type, energy spectrum, flux, geometry, exposure time, and detector configuration. The simulator first checks energy, momentum, charge, angular momentum, and relevant particle accounting. A reaction that fails a conservation test is rejected.

For an allowed reaction, the expected detected events are estimated from:

N_detected = luminosity × cross-section × time × detector efficiency.

The model also calculates competing reaction channels, background counts, uncertainty, thermal load, activation risk, cooling demand, shielding class, total operating power, recoverable energy, and net external power.

Required modules:

- Periodic-table and isotope database.

- Reaction-network engine.

- Conservation-law checker.

- Threshold and cross-section model.

- Detector and background model.

- Monte Carlo uncertainty analysis.

- Energy and safety ledger.

- Versioned evidence record.

Gate 2 passes only when the proposal contains a balanced reaction, defensible cross-section, detectable predicted yield, complete detector signatures, control runs, and a qualified-facility safety plan. The deliverable is a preregistered experiment package stating what outcome confirms the hypothesis and what outcome rejects or constrains it.
